The sadistic treatment of the sensitives makes for difficult reading, especially once you learn that they were created by the government as tools of war. We've given no reason to believe that Agnes has any psionic ability at all up until Reeves reveals that he thought she was reachable. The technologies in the story seem very advanced for a civilization that's recovering from disaster.
