Pro: The general idea of a resource-strapped colony trying to get by is a reasonable one.
Con: It’s a bit of message fiction, where the final message is “government is bad—anarchy works.”
The story talks about children and newborns but it also says that no one dies of natural causes anymore. This is not consistent with a static population.
A small point, but considering how much they’re mentioned, the author should have taken the time to learn what a Joule is. The minimum daily human dietary requirement is 7,500,000 J.
