Pro: Fun account of a underground group trying to make their project succeed in the face of technical, financial, and political opposition. Sacrificing the project to help the refugees is reasonable and noble.
The technology level all seems reasonable, and the amount of climate impact also seems reasonable for the timeframe.
Con: Little is done to develop the characters. The complete lack of objection (except from Foote) to planting GMOs in the Everglades is a little hard to believe.
