Rush Down, Roar Gently, by Sara Saab

Interzone, July-August 2015; ~6,100 words
Rating: 3, Good, ordinary, story

An old woman hazards crossing a drowning future Beirut to make an apology to an old friend she had wronged thirty years before.

Mini-Review (click to view--possible spoilers)

Pro: The story makes the people of Beirut come alive, and even the flooded city feels very real.

Con: Except for the setting, the story isn't SF at all. Aya is rather foolish to believe that Zeina would still live in the same house 30 years later.
