Pro: It sets up a very nice conundrum; if the President is willing to kill millions, why would he scruple to kill a single child? But, of course, few people could do such a thing.
Con: What stops him from just recruiting a psychopath to do it for him? Given the war situation is so desperate, he should have no problem disregarding the rules requiring it be his hand.
