Pro: Anisa succeeds in become a city, but she fails to win Sara that way because she never really understood Sara (or, perhaps, never wanted to understand). She fails, and we see that she doesn’t deserve to succeed.
Con: Even for magical realism, this is hard to believe. Anisa knows she’ll be a city and can’t change back. It defies belief that she’d think that would be satisfying.

I don't think she realizes she'll actually *be* the city. She knows it will cost her "everything," but she doesn't really think that through. She's furious and sure the Company lied to her when she wakes up.
