The message of the story is that the Earth will be a much better place for the rest of us once 90% of the population dies. The author waits until the very end to preach this to us.
Maggie is perilously close to being a Mary Sue. She narrates her accomplishments briefly, which means the body of the story contains almost no action. It's almost like reading a project report, and it's just as dull.
