This is a story with a message, and it beats you over the head with it. Beyond that, it seems rather odd that this very advanced future civilization can't cope with a broken neck. Or that they have artificial gravity for sporting events, but not for raising children.
A few other things are off. Pluto is a stopping point for travel around the galaxy, as though a journey to any star was always in that direction. Venus being covered with an ocean was a surprise too.
