Most of the story is told in narration. The dialogue is wooden. Reads more like the outline of a story than an actual story.

The idea that you could build entire buildings from the bodies of a few hundred homeless people is absurd. Likewise the idea that someone could design a computer virus for this purpose and expect it to work on the first try is silly.
