Mini-Review (click to view--possible spoilers)
Pro: The writing is excellent and the story reaches its horrifying conclusion without Kodai finding any way out of it. The story is stronger for that.
Con: The Empire seem to be the bad guys, and Kodai is one of the worst. She commits genocide here, as she has done before. We can sympathize with Nawong, because we know he loved her, but it's very hard to feel anything for her nor to mourn her loss.
