The trouble with this story is that it's impossible to believe any of it. A NASA mission to the Kuiper belt with a Neptune flyby wouldn't be obscure; it would be a big deal no matter what it discovered. And a NASA discovery of an alien artifact would be international news, no matter how they tried to cover it up.
