Pro: We've seen a similar idea in Poul Anderson's novel, The Star Fox. The twist that the Senator's own grandson is one of the "hackaneers" is cute, as is the unintended consequence of empowering the people in Taiwan seeking independence.
Con: It is very, very hard to believe this could really work. Not only is it hard to believe that the hackers would be that effective, it's also impossible to believe that the other countries wouldn't treat it as an act of war.
