Hob Dancer has come from Earth to Cet Four because his great-great-grandmother wants him to learn about the natives, who are struggling to survive human colonization.

We start not really knowing why Hob is there, and we end not sure what really happened. The ending is a deux ex machina by any standard. The TA is a paper villain--cruel for the sake of pure meanness.
