Although this was originally published in the UK in 2017, the first US Publication was in March 2018, so it should be eligible for the 2019 Hugo Awards at the 2019 WorldCon, to be held in Dublin.

Pro: Ash wants absolution. He wants to make things right with the man he tortured. He manages to convince him to let him try.
Con: I’m not sure why he needed the 31-1’s involvement. Why couldn’t he just send an e-mail or something?
